California law requires an electronic communication service providers that operate in California and provides services to the general public to file a statement with the Attorney General describing the law enforcement contact process for serving subpoenas, court orders, and search warrants. (California Penal Code s. 1524.4 and 1546 (j) [service provider])
The statement shall include a specific contact mechanism; provide continual availability of the contact process; and provide a method to provide status updates to a requesting law enforcement agency on a request for assistance. (California Penal Code s. 1524.4 (b)(2))
If a service provider makes a material change to its law enforcement contact process, the service provider shall, as soon as practicable, file a statement with the Attorney General describing its new law enforcement contact process. (California Penal Code s. 1524.4 (c))
