Gambling Regulations/Rulemaking Activities

The Bureau of Gambling Control (Bureau) intends to promulgate regulations concerning Blackjack-Style games played at California gambling establishments and Rotation of the Player-Dealer Position.

Update - After receiving multiple inquiries about extending the public comment period, the Bureau is granting a short extension of time for stakeholders to review the proposed Rotation of Player-Dealer Position and Blackjack-Style Games regulations. We will be withdrawing the current regulations, canceling the public hearing in April, and re-publishing the regulations on Friday, April 11, 2025. The re-published regulations will be the exact same text as the regulations that were posted on February 14, 2025. A public hearing will be scheduled in May, as described in the re-published notice. The extension of time will mean that the regulations will likely be finalized by the Department in June 2026 instead of March 2026.

More information will be coming soon regarding a new public comment period and virtual public hearing where stakeholders can comment on the proposed regulations. Please review the “Notice(s) of Decision Not to Proceed” below.

The Bureau will hold one separate public hearing for each regulation package to provide all interested persons with an opportunity to present statements or comments, either orally or in writing.
