Regulations: Rotation of the Player-Dealer Position & Blackjack-Style Games

Gambling Regulations/Rulemaking Activities

The Bureau of Gambling Control (Bureau) intends to promulgate two sets of regulations, one concerning Rotation of the Player-Dealer Position in California gambling establishments, and the other concerning Blackjack-Style games. The two rulemaking proceedings are major regulations that share the same Standardized Regulatory Impact Assessment (SRIA).

Originally published in the California Regulatory Register on February 14, 2025, the Department withdrew the two previous regulatory actions to allow more time for public comments after receiving multiple requests for extensions. In the interim, the Department also discovered that attachments to the Initial Statement of Reasons posted in February omitted graphic illustrations due to a technical error.

Status of the Proposal

The rulemaking process is undergoing a new 45-day public comment period. Any person or their authorized representative may submit written comments regarding the proposed regulatory action. The written comment period closes at 5:00 pm on May 29, 2025. All timely comments that specifically pertain to the proposed regulations will be reviewed and responded to by Department staff. Public Hearings

The Bureau will hold one separate public hearing for each regulation package to provide all interested persons with an opportunity to present statements or comments, either orally or in writing.
